Bouncy Floor. Suspect rotten joists!!

Have had a survey which suggests rotten floor joists. I've had very little experience with floors and their joists but I'm thinking about pulling up the floor and getting stuck into it myself.

Has anyone had experience with replacing/repairing floor joists? Could I do this myself or is it recommended to get a Preservation Specialist in and give me a '20 year guarantee'? Would I need to get approval to do this?

Also, would I be better off changing the floor for a concrete one or will this just turn out to be a world of hurt?

Can be done by a competent DIYer.
First is it a ground floor? if so then check that you have air bricks and that they arent blocked.
Then lift a few boards to see the damage. Maybe take some photos

Also, would I be better off changing the floor for a concrete one or will this just turn out to be a world of hurt?
