Boxing in boiler pipes

My builder has boxed in the pipes under the combi-boiler but left a big gap above the boxing. Is this really necessary?

Could have been a touch neater, but any builder /carpenter/kitchen fitter who understands the need to leave ready and unobstructed access under the boiler to valves, filling loop, condensate trap and for other service and repair procedures is a jewel.

The worst thing a visually perfect sealed/screwed/mastic'd and tiled-in box that needs to be smashed out whenever the boiler needs attention!
