Brake Servo Vacuum Pump

Last sunday the timing belt stripped some teeth on my Ford Courier 1.8 diesel. It had been making a noise like a very loose tappet the day before and it actually failed while I was under the bonnet, trying to trace the noise. Today I took the head off and there is one valve stuck part way open which I guess may have bent when the belt failed. There is an extra cam on the end of the camshaft which operates the vacuum pump for the brake servo. Whilst I can partly push open any of the undamaged valves by pressing the tappet shim with my fingers, I cannot do the same with the vacuum pump plunger. Does this mean the vacuum pump has seized?
