Branching into a cast iron soil pipe

I recall seeing a device that cuts a hole into a 4 inch soil pipe. I think there was strap on connected with a rubber seal.

My question is, what is the best way of branching into a cast iron soil pipe? Sections cannot be removed and replaced with plastic.
