Brandt oven is heating, but not properly!

hi guys, i need help! i thought id fixed my oven but turns out i didnt! heres the story....

my oven stopped heating, so i bought and replaced the heating element at the back of the oven. It now heats to some degree, but never reaches the proper temperature. Also the grill doesnt work.

Would the grill not working affect the heating up of the oven, even tho its not on a grill setting? what are the chances of both the heating element and the grill element blowing at the same time? Are there any other reasons as to why it wouldnt be heating up?
