The builder that did our extension wore gloves on a couple of days and its left cement smudges on the bricks. Ive got some brick acid but how do you use it. Will i dilute it or just brush it on. Its been built 3 weeks so shouldnt be too set?

Put on marigolds and goggles and keep your face well away. Keep a bucket of water handy. The acid is very nasty stuff and will burn you and burn through your clothes if you get it on you.

Brick acid is usually already diluted but some are stronger that others. It will attack the cement in the mortar smudges no matter how old. try a little and if it seems too aggressive dilute it.

I use a shallow container and a nail brush (stiff bristles) dip the brush and carefully apply to the mortar smear and leave it. It should bubble a bit and give off some fumes and after a short while (Usually no more than a minute or two) you should be able to brush the smear off and wash off the residue with a jug of water. sometimes multiple applications are needed if the smear is thicker

It is wise to do a small inconspicuous test area first in case the brick gets discoloured.
 
Might also be a good idea to brush gently with a wire brush first, to get rid of any larger chunks of mortar that may be loose.
