Culture is a factor. There were some Indian-background families on a beach a few years ago playing cricket I think. The tide came in and a load of them drowned.

Some just don't learn to swim. Some native white brits don't too, but they're an exception.

It's valid to discuss it.
 
When I was in Mumbai, there were thousands on the beach, nobody bathing or swimming and zero leisure vessels on the water. Seemed to be just a place to picnic and throw rubbish

Short version: swimming is more expensive than running. Plus a history of racism.

No, I don't think my area did free swimming when I was a child. We had lessons but they were a token effort at best. I learnt to swim well because my parents taught me and they were also excellent swimmers. Which is where the history of racism starts to show an effect. If your parents don't swim you probably won't swim.

To swim competitively you will be in the pool most days of the week and you need lessons to learn to swim and coaching to swim well. It's not the worst sport but it isn't as cheap as Football or Athletics.

I did you had to jump in tread water for a minute and swimma length.....free swimming after that in council pools.
