Broken Inst. water switch/heating - vaillant vcw-sine18 T3WF

Central heating switch works. Red boiler switch lit and on. But while Immersion/instant heat switch is switched to immersion the boiler fires up, however when this two way switch is switched to instant water nothing happens. no boiler firing up no hot water from taps. running taps does not prompt boiler to fire up?

Is it the switch/circuit board or maybe something else?
