Broken Shear Screws?

Quite old UPVC Windows (1993) made by SafeStyle and on a particular Window both the top and bottom shear screws are broken. How would I go about replacing these? It appears they're part of a metal bracket..thing.

Looks like you need new hinges

Yeah, it seems so. I've done some further research and I've just decided to purchase some new hinges.

However the screws for the current hinge are severely rusted so it's going to be hard to get them out of the UPVC frame, anyone got any pointers on how to do this?
 
Shouldn't be too much of a problem they are only into 3mm of PVC

I have removed all but one of the rusty screws, it will seriously not budge; even with copious amounts of WD40! I've tried prying the hinge from the UPVC frame but just ended up dinting the plastic frame which I was using as leverage. This screw is being a right little bugger!
