Bubbled paint

Can someone help please or point me in the right direction. My painted walls began to bubble when i was freshening up my hallway & when i've attempted to rub it i've peeled off the paint like it was wallpaper back to the original plaster leaving patches in the existing paint work. I've used a sealer/primer on the plaster and put a couple of coats of white emulsion over the top. My problem is is that the paint is now at different levels of thickness so the patch where the paint peeled off looks a right mess. Is there any way around this?
 
What is the Sealer/Primer that you used originally ?
At a guess I would say PVA Adhesive thinned down.
 
I didn't use a sealer/primer, just painted straight onto new plaster about 2 years ago. I didn't realise I needed to prime first...
