Bubbling on plastered wall

Just wondering if anyone knows what this is?
It's been plastered for over 10 years with no problems but recently some bubbling has appeared.
It's hard to the touch and seems to be spreading slowly.
Any help and advice would be much appreciated.

Salts.
Scrape a bit off to look.
Any water above?
Radiator. Shower. Toilet or tank ect.
