build a fence on top of new 6inch rock face wall

We have built a 1 metre wall around our back garden. Unfortunately one side is against a road and planning turned us down to extend it to 2 metres unless we changed the materials to wood.

Something to do with breaking it up.

My question is can I install a fence directly to the top of the wall. It will be 17 m long and attached at both ends to 2m wall which runs at L shaped.

I just don't know how to do the straight run

Got a photo? What's the wall made of? Fences on walls do not generally fair well, structurally, especially when they're an add on but let's see a photo.

It is a new wall 6 inch rock face I'll upload a picture after work

We had a fence secured to the top of a very sold retaining wall but a winter storm caused the wall to fail by using the fence as a sail. £000's later the new fence is now separate and set a few inches back from the new wall
