I see your point, but in that case the work would be defined as that which was notifiable, as that's all it would consist of.

AFAIAA, if you notify an extension, for example, they don't break it out into compliance of each bit, or compliance with each applicable Part, when they issue the completion notice.

Yes, you're probably right, and that would make good sense.

Where it would get silly is if, for whatever reason (and a lot more cost) one notified an extension which had no electrics in it, got the completion certificate and then subsequently notified just one or two notifiable bits of installation of electrical services in the extension (say, most of which were non-notifiable extensions to existing circuits). By that process, LABC would get a lot more money, but seeming would require/undertake a lot less (and less extensive) I&T of the electrical installation in the extension!
