Building control for new drain?

If we're converting our garage into a utility room for a washing machine, and subsequently need to create new drainage, is this notifiable to building control? Manhole is about a metre away from the garage, and we can get a builder to install a new soil pipe, but i'm not sure if BC need to be involved with this.

Surely building control will be involved with the overall job, so looking at the drain will be part of that.

So yes, any underground drain connections are controlled works.
