Building gunk in toilet bowl

Hello there. Uhm...first time poster here. Please bear with me.
Thank you all for the great advice I found in this forum - saved me quite a bit of time and money while I was having the bathroom renovated. Now that the builders are gone, I found they left a dark grey layer of something (Mortar? Tile adhesive? Grout? A mix of all three?) at the bottom of the new toilet bowl. The water is keeping it from solidifying - I found that I can scrape it off with a Stanley knife, but I really don't want to scar the surface of the bowl. I am sure this must have happened before - any advice, please?
 
DON'T scrape with anything metal use wooden spatula or plastic tools.
