We had a shared septic tank and soakaway shared with a neighbour. Our neighbour disconnected us, it turns out the soakaway never existed and it discharged to surface. They installed new pipes and told building control it was to an existing discharge point. It wasn't, but that's another matter. Building control signed it off under section section 3c, paragraph 2b, ie no worse than previous. Is this correct? Is it OK to sign off an illegal discharge?
