Building regs are only going to sign-off when they are satisfied what has been done to the house is safe. So, essentially, you will need to work with them to achieve this.

You are wanting them to sign off 20 year old work? That was only seen by an inspector who has moved on, retired or died.
Just do whatever they ask and all will be fine.
