Hi,

I have a flat roof that previously had no insulation. The roof itself is in decent condition and does not need replacing yet, but I would like to add some insulation (DIY job) above the ceiling between the joists (cold roof).

Do I need to worry at all about meeting any building regulations?

This may well be a temporary fix (a few years) until the roof needs re-doing. But difficult to say how long the existing one will last.

Thanks for any advice

Yes, fire spread - ie put a suitable plasterboard back up, and possible barriers depending on the layout to adjacent rooms. cavities and neighbours. But you don't have to apply.
