Building wooden shed

i'd like to build a side shed out of timber. I would be laying on existing decking, which has a strong foundation.

can I build my floor frame directly on to the decking as it is? or not?
what are my issues with that?

When i build the wall frames - i want this shed to be fully insulated.

what are my options?

External wood log cladding
moisture barrier sheeting?
insulation roll/bats
internal wall?

what have i missed?
 
your decking may sink over time with a constant weight on it

you need a separation between decking and shed to stop damp transference

where ever you have something on the decking it will hold moisture and causing rot further excelerated by the inability to further treat the covered area to increase the life off the decking
 
Most cheap decking is only treated to last 15 years, so if you want this to last a long time, the decking as a foundation may be a bit iffy.
