As I recently wrote, raising the threshold will benefit the higher-paid quite a lot more than it it benefits the lowest paid of taxpayers.
In absolute terms yes, but proportionally it favours the lower paid. It's complicated to avoid that

What they COULD do is what they do with savings interest. Once you earn more than a certain amount (2 levels) they start to reduce your tax free savings interest allowance. They could do that with income tax.

Iirc it's £1000, £500 at higher rate, and £0 if you're an top rate earner. There's a £5000 one as well I forget about - complicated.
 
@Koolpc Hmm 20 hrs x min wage 12.71 x 52 is 13,218, so over the 12570.
648 taxable at 20% + 8% NI.
The threshold has to go somewhere...

2. Moving around.

  1. Can stand and then move more than 200 metres, either aided or unaided. 0 points.
  2. Can stand and then move more than 50 metres but no more than 200 metres, either aided or unaided. 4 points.
  3. Can stand and then move unaided more than 20 metres but no more than 50 metres. 8 points.
  4. Can stand and then move using an aid or appliance more than 20 metres but no more than 50 metres. 10 points.
  5. Can stand and then move more than 1 metre but no more than 20 metres, either aided or unaided. 12 points.
  6. Cannot, either aided or unaided, –
    1. stand; or
    2. move more than 1 metre. 12 points.

Personal Independence Payment (PIP) Mobility Component Points Scores

To get an award of the mobility component you need to score:
  • 8 points for the standard rate
  • 12 points for the enhanced rate

The important thing here is that you need to be able to do the activity as many times as you like, safely to NOT be awarded the points.
If say your job requires you to walk 51 metres a few times an hour, and you reasonably cannot, you'd qualify for 8 points and get

£28.70 a week, £1492 a year. Untaxed. (forever)
OR, under DLA, if you "need" assistance walking outdoors, you'd also qualify.

Too many people say they could manage it usually, they suppose, if they had to, with pain, and they're put down as being ABLE. That is wrong.
It's grey area.
