Buying on the web

I ordered an electric item L.T.S. web site. On receiving it 14 Days later.(Left on door step by delivery driver)Instead of 240 volts ,this one was 110 volts.I informed seller straight away .Wrong item sent.
Seller remarks:
Return for a refund, in good faith I paid for the postage recorded delivery as he said would refund me in full. This was two weeks ago. When I ring the company, they remark "We will look into it". No response to emails.
Refuse to pay me.How do I stand inform the police or take this lot to the small claim court. Any advice would be help full.

I paid by debit card (Building Society)Do not have a charge back.
