Cable Depth In Walls

If newly installed T+E cables for a ring circuit are set less than 50mm deep, does RCD protection alone satisfy the Regs?
I know about the earthed steel conduit method, but will steel capping be adequate and which gauge?

No they have to be in permitted safe zones or mechanically protected.
Steel capping is not mechancal protection.
