Hello,
Can bury twin and earth in concrete 'naked' or if it has to be in conduit.
If it has to be in conduit, can it be plastic or does it have to be steel?

Best done in an unbroken piece of conduit with no joints - use plastic and form bends with a bending spring.

also note that you'll probablly find it much easier to pull in conduit singles than T&E.
