Can a DIYer remove a un-vented hot water cylinder ?

As the title. Is it "legal" for a DIYer to remove an un-vented cylinder and associated pipe work from a house. ?

The property has had it's gas and water supplies disconnected ready for demolition.

Edit..... The DIYer is the legal owner of the property.

The question was on a mailing list.

A building contractor has itemised the costs for

(1) a GasSafe certified engineer to remove and dispose of the boiler and gas carcass (1 day )
(2) a G3 certified engineer to remove and dispose of the pressurised water systems (2 days )

This work to be carried out before demolition can begin.

The contractor knows that the gas supply has been capped by the gas company at the perimeter. Water supply already diverted to a builder's supply stand pipe and the electricity meter moved to a cabinet by the DNO.

It probably included all the rads and pipework as well, which would then be weighed in as scrap metal.

It is more a rip off of the client, odds on the "engineers" don't even go to site.

It is a client / builder contract that is being discussed on a mailing list. A newly fledged architect is in the middle of the matter.
