Can anyone identify this mortar mix

Just decorating some railings and the brick top to a pillar is crumbling and is in dire need of pointing, can anyone identify the mortar mix from these images…



The owner seems to think it’s a lime mix with silver sand?

Doubt it’s lime mortar, see how it reacts to vinegar

Being white like that, it looks like either lime mortar, cement mortar with a high proportion of lime or snowcrete
