Can flapping vent be replaced?

We have a gravity vent for the boiler similar to: http://www.wickes.co.uk/invt/710557

As soon as theres any wind it flaps constantly.

Can the vent be safely changed to a different type, or would this affect the boiler?
Its probably been there for 16 years so would a new vent of the same type do better?

Its a Potterton Netaheat wall-mounted flue boiler.
 
This type of vent CANNOT be used as a vent for a boiler.

Replacement vent MUST be sized for boiler rate.
 
Do you mean this plastic thing is used for the flue gas?????

The reply will also be quite urgent if this is the Termination of your Boiler Flue!!!!... i.e. STOP USING YOUR BOILER IMMEDIATELY!

Surely its the 'Extractor' Termination from the Cooker?

Yep, I think you're right.
This one should probably under "Building" now...

Anyway, do these vents come loose and get more flappy as they get older?
Should I put a different type up or just a new one?
 
If it is a ventilator for an extractor fan or cooker hood (air goes out only, not in) I recommend these cowls. The sloping roof stops rain getting in and muffles gusts of wind. They have a single flap inside to prevent backdraught (you can break it off if you want 2-way airflow).

They can usually be found in brown, grey or white. The white gets very grubby. It is possible to paint the cover with a single flowing coat of non-drip gloss to tone with your house. I fix mine with brass screws as they are exposed to the weather.

The vents like little venetian blinds are terrible. They rattle annoyingly in the wind and the flaps break off.
