Can I cut this timber? Extending loft hatch

I'm extending my loft hatch to install a ladder. There is a timber board running the length of the loft, 90 degrees to the joists that is in the way. It is nailed into the joists.

What is this element, can I cut it, or replace it with another a few cm away? It appears quite thin to be a structural member like a binder.

Looks like it should be OK

All you would be taking out is just a small trimmer and a few short "joistlets" in any case
