Can I obtain a completion certificate if only part of a planning approved build was carried out?

We obtained planning permission and Building reg approval to remove a wall between the kitchen and dining room plus building a new extension to the kitchen.
The builder called up BC who came out to inspect the Catnic once it was in position supporting the upper floor where the wall was removed .
He hasn't been called out to inspect anything else since then but photos were taken by the builder of the fireproof plasterboard used to box it in. BC haven't seen those yet.
We have now decided not to build the new kitchen extension after all due to increased costs and that the kitchen/diner was big enough for our needs.

We are now thinking of selling up and moving house.
Will we be able to obtain a completion certificate for the work that has been done so far in order to sell without complications?
Please advise.

You'll need to send amended plans and most likely they'll ask for a fee because the amendments are substantial.
However, some BC agents are more humans than others and might just accept the revised plans.
The only people who can give you a definitive answer are the ones at building control.
 
You can amend the application (for free) to reflect just the structural alteration, and as long as that is complete and OK the application will be amended and closed. The council may want to carry out a final inspection before issuing a completion cert.
