Can I put a VELUX window here?

I am planning on putting a VELUX window here. Will that be permitted development? From my point of view the VELUX window is in the roof even though the roof is extending over a first floor bedroom. That first floor bedroom already has a window on the side elevation. My plan was to extend the bedroom into the roof void and then install the velux window. All advice welcome and thanks in advance.

Even if it's at 1st floor level looking at the house over the road? What about building regs? I guess that I will have to submit a building regs application. Which bits will apply? I guess that I will have to insulate the newly exposed sloping roof and maybe the low wall at the front of the extended bedroom. Steve.
 
A Building Regulations application will be needed as it is considered a structural alteration and the window is deemed a controlled fitting. The fee will be based on the estimated cost of work (what a Builder would charge to do the work-not DIY unfortunately..)
Unless the Velux fits between the existing rafters you will need to double up either side of the of the window to compensate for the rafter cut during installation. I suspect there will be a purlin above ceiling level and forward of the stud wall in the bedroom. You doubled rafter should extend past this and be bolted to the existing at 600mm centres and with M10 bolts.

If your rafters were (for example) at 600mm c/c then Velux supply windows to fit these centres so no cutting of the existing rafters would be required. And depending on the BCO, some will be happy if you just tell them you'll be installing a Velux window as their u-values are acceptable. I had a similar case on a job I was involved with. The BCO wasn't concerned about a BR application based on the above.
