Previously I've not insulated external wall below floor level, but could i? Or is it too risky to breach damp course, even with foil backed board?

I dont see why not, PIR is closed cell foam and the foil has a high vapour resistance.

If you were building a new extension, the floor insulation would be below dpc. In that situation the dpm would come up the wall so the insulation boards ends would not be in direct contact with the brickwork.
