Can radiator pipes be frozen and how much to hire equipment?

I want to move a radiator which feeds off a communal system. The freeholder is being really difficult and refuses to drain down the system. Is there another way the radiator can be moved without risk of flooding. Can the pipes be frozen and if so can any tell me how much this will cost?

if you look on a website for a hire firm like hss you will have a better idea bud, dont forget you will need to leave a deposit as well as your hire charges
 
Tins of Atric Spray work well, cheap and easy to use and once frozen fit valves so you don't have to keep frozen for any lenght of time.

As long as he follows the instructions to a tee he'll be fine, we all had to do it at some stage unless he's trying to freeze big bore or steam heating LOL.
Suppose he could keep a couple of push on caps or valves to hand.
