Can someone tell me if this is Artex?

Hard to tell, looks like textured paint on to a plastered surface.
Or is that wall paper on the second pic?
So could be painted, textured paper!
 
Hi PrenticeBoyofDerry, the two pictures are sort of a before and after of the ceiling. The first picture with the brown patches are where i scrapped if off and the second is just how it was when i moved in. I think it might be artex that has been painted over because i needed a chisel to remove it.
 
It very much sounds like artex then, you must be careful as some of the artex used in 1970s & 80s contained asbestos.

Well I have a sneaky feeling that this is one of those dreadful Pollycell products that were used years ago Polyripple was one of them, and when dry you would need a hammer and chisel to remove them.
