You're not pulling hard enough.
Do your best to position your chest over the top of the tap, and pull as directly upwards on the vertical part of the stem - if the stem isn't straight then it may not come out, but wiggling helps.
Also avoid getting your face in the way, just in case.

Sometimes they only come off when the spout is in certain positions ... Often 90º to the right or left
