Can water radiator leak and create steam on the 3rd floor

I have a three floor apartment building. One of the units on the 3rd floor is very humid. The whole exterior wall of the bedroom was wet, and there is also a lot of water on the window glass. This happens again and again only in the winter. Two people live in the unit and there is no roof leak.

I called a plumbing/heating contractor to have a look at the unit, but they said that there is nothing to do with the valse. If there was a leak, then it would leak in the basement, not on the upper floor.

Is it possibe that the bleed valve is leaking or plumbing joints broken in the bedroom allowing excess moisture into the room?

I was wondering if there is something wrong with the hot water baseboard radiator system along the wall and close the floor. Can the leak create steam and moisture in the unit?
