Cant refill system

I have a saunier duval f28e boiler driving me nuts. I just re-fitted a rad that I had taken off before and as a result, the pressure dropped to 0.3. Undedrstandable and entirely expected. no problem I thought I'll just refill using the manual instructions. However, It wont fill and I cant hear any new water going in. Its as if the water supply has been turned off. !!!. I've tried switching boiler off and on again but to no avail its just really annoying. I'm guessing its a valve up the creek but which one ?? is it the reduced pressure zone valve or the mains water isolating valve or maybe something more sinister. Can anybody help me please. ?
 
Find the drain off tap, stick a hose on it connect to your outside tap or washing machine inlet & turn it on! Watch press guage & hey presto - sorted

The problem is caused usually by sludge.
 
Thanks for your responses guys. I will be surprised is sludge is the problem as the boiler was brand new and fitted only 4 years ago. It would seem more linkely to be a faulty filling loop but I dont get how it can completely shut off to an extenet that zero fresh water gets through ???

I have now got a plumber coming round tommorrow as I cant be without heating and hot water with wife and 2 little people. Thanks again.

The boiler doesn't create sludge (magnetite, etc), it is mainly ferrous corrosion from the rads. It may have been left in the old system.
