Can't stop cylinder heating when heating is on

Even when the programmer is switched to heating only, the hw cylinder now heats up, which is very wasteful as it is on a loop to the bathroom and the heat dissipates even if no water is drawn off, so I usually heat only the cylinder serving the other bathroom and take my morning bath or shower in there. Is this likely to be a fault with the programmer or with a valve or something else?
 
You could look at the mid position valve as a possible problem. This valve may have failed. I'm not an heating engineer just a diyer.

Firstly it would be a good idea to isolate the power supply remove the actuator and gently try to move the spindle that moves the valve. Sometimes they can move themselves free with a light spray of WD40 and some gentle persausion. If it is seized there are way's of changing the valve without draining down but it is always a good idea to partially drain the system to be on the safe side.
 
If you give the make and model of the valve, the advice will be more accurate. Some valves, the head is not removable.
