Can't stop tap from dripping

I've moved into a new flat and I can't get the tap to stop dripping. I have managed to take the tap to bits and the washer is in perfect condition, I put it all back together again - but it carries on dripping

Also, what is the best way to get rid of the hard water staining from around the tap please?

It could be that the washer is in perfect nick, but the tap seat is pitted.
You can get reseating tools.

Wire wool and lemon juice for the stains.

It wouldn't be the first time the washer seat is actually cracked - often you can feel or see it. Time for the wheely bin if it is.

The tap reseating tool will usually solve the problem, either completely or effect an improvement until it is changed.

If a tap is left dripping for a long time it seems that small particles in the water erode seat making the gap larger in one place.

Tap revivers won't work if it's the washer seat that is scored. Remove the head from the tap again, and run your finger nail over where the washer seals down onto. If it's scored/ridged, you need a tap re-seating tool.
