Can't stop tap from dripping

I've moved into a new flat and I can't get the tap to stop dripping. I have managed to take the tap to bits and the washer is in perfect condition, I put it all back together again - but it carries on dripping :evil:

Also, what is the best way to get rid of the hard water staining from around the tap please?

It could be that the washer is in perfect nick, but the tap seat is pitted.
You can get reseating tools.
 
The tap reseating tool will usually solve the problem, either completely or effect an improvement until it is changed.

If a tap is left dripping for a long time it seems that small particles in the water erode seat making the gap larger in one place.
