Capped pipes in old tank cupboard

A work mate has 2 copper pipes coming up through the floor in what was the old tank cupboard. Both pipes are capped off with push-fit ends but wants to cap them off at floor level. He's not sure if the pipes are still contain a water pressure. Apart from taking the end caps off, is there a way of detecting if these pipes still contain water.

If there's now a combi boiler, chances are that capped pipes are hot water flow and (maybe) cold feed to the old cylinder. At least the hot will probably still be 'live'.
