If a car were to be kept on a driveway does it have to be taxed and insured ?
 
The car would have to be declared SORN to avoid having to pay tax and insurance.
A driveway would be fine as long as it is not a public driveway. It would need to be private property. I don't know if a communal driveway would suffice.

A communial driveway, will ok so long as it is not a designated as a public highway. also you could leve it on an unadopted road, although they are few and far between nowadays.
 
LooPrEvil, some un-adopted roads may still be public highway. The Road Traffic Act version of 'highway' is different to the Highways Act. As I understand matters, a vehicle must be insured if on a place where the general public may normally visit. This would include un-adopted roads, supermarket car-parks, etc.
