carndean tile over ???????

Hi I am gonna floor tile a passage that has CARNDEAN down at the moment - can I tile over the top or should I get it up and tile direct on to the concrete floor underneath???

Also what type of cutter do you recomend for floor tiles ??

If the tiles are well adhered none loose and floor is solid, if washed down with sugar soap to remove dirt , grease, wax etc from surface it is possible to tile over them with BAL Supercover Rapid Flex.
