Yes, you can cut it with a hacksaw.
I have found a small 12" bow saw is very useful. It will take a standard hacksaw blade, but is a lot deeper in the frame to clear the pipe as the cut progresses.
A good quality 18TPI blade will cut quite quickly, and an occasional dab of machine oil on the blade may help.
