Casting a concrete padstone in situ

I am building a detached garage with an office over. The inner leaf is dense concrete block with outer skin in hand made soft reds to match the main house. My structural engineer has specified padstones beneath steel beam to be block size 450x215x100 and concrete mix GEN 3. Can I cast these in situ and what mix is GEN 3?
 
:? Sorry, can you help further.....what are the ratios for mixing by hand to achieve ST2 or C20.....thanks

1:3:6 - Cement:Sand:20mm aggregate. 50-75mm slump
 
:D That's really helpful.....final piece of the jigsaw......can you please explain 50-75mm slump, I assume it relates to water content? thanks
