CATV boxes in pavement and dropped kerb application

I'm not sure this is the right section of the forum but here goes, I need to submit a Highways application for a dropped kerb but there are two CATV covers in the pavement where we need to make the access. Now who on earth do I go about contacting in order to see about these covers being lowered, assuming that is possible? The property is in Plymouth. Would this be Virgin or someone else or ?

Any advice would be appreciated please.

You will have to pay an additional cost for any works on those.

A dropped kerb can be anywhere between £500 @ £1200 - you could probably double or treble that if you have stats to relocate.

But the LA should tell you who you need to approach.
 
I have found the right people to speak with but he LA have been absolutely no help whatsoever.

Although it looks a long time ago, wanted to know how you solved the situation? Did it impact on kerb application?
 
The highways application was approved subject to Virgin agreeing that the Virgin cable cover could be relocated, which Virgin did agree to at a cost of £270+VAT (2016 prices), BTW I'm not the homeowner so not sure how it all panned out though I do know it did all get done.
