Cavity wall insulation - should it go below the damp proof course?

I've been reading up on insulation for a cavity wall and seen some odd information. On the Rockwall website, they advise their insulated Rockwall Batts should be installed below the damp proof course? Is this correct, as surely if any insulation reaches below the damp course won't it wick up any moisture?
 
One of the key characteristics of cavity bats is they supposedly don’t wick moisture. But they don’t tend to get used below dpc much, tend to just start them sat on the cavity ties at dpc level. Then perimeter PIR to reduce thermal bridging.
