Cavity wall insulation with first floor rendered

Hi,

Our 1940s detached house doesn't have cavity wall insulation (which I found out recently while having some windows replaced).

The ground floor of our external walls are exposed brick but the first floor has been rendered, does anyone know if it’s possible to install cavity wall insulation from just the ground floor or will I need holes drilled into my render?

We’re going to need it repainted anyway eventually as it’s starting to show it’s age (plus our coastal region means it gets a bit of a battering) but just wondering cavity wall insulation ends up on the todo list.

The holes need to be drilled on a grid pattern, around every two feet apart and about 3/8" diameter. The can easily be filled, to match the existing surface, but if you intend painting anyway, once painted they will be invisible.
