Cavity wall insulation

Hi all. My house was built in 1999. Whilst core drilling for an extractor I noticed that the cavity only has 25mm of polystyrene as insulation. Is this sufficient or can it be 'topped up' with blown in insulation? thanks.
 
I don't know any CWI companies that will do a top up. The U value for a 1999 build should be around 0.45, so it' not far off the latest values.
