Ceiling flaked off... What is odd fibres underneath?

Hello! Been painting the ceilings of my elderly uncle's 1974 property. He had the house painted about 10 years ago by some stranger who knocked on his door and offered to do it cheap :eek: Predictably, it was a poor quality job in general. However, some areas that appear normal have been flaking off or disintegrating into tiny bits as soon as the roller touches them (the previous paint that is). My main concern is an area that flaked off in the lounge room. The whole layer came away and there is a strange material underneath - like dark, loosely woven fibres. Is this normal (I don't know much about this sort of thing)? Can anyone please tell me what it is? There are asbestos walls in the house, but the inspector was quite confident the ceiling wouldn't be made of it (no joins or nails and it wasn't often used). It doesn't look like a solid panel like asbestos normally would be either, but I'm not sure if there are other types?

Hopefully just being a worry wart here and it's just a normal material! Thanks for any help :)
