ceiling/roof insulation

Hi folks. I'm having a single storey conservatory replacement room constructed off my kitchen. It's the sort that has velux roof lights on either side of the roof and a flat centre section with two sloping sides with the roof lights in. The ceiling, between the rafters, is having hard insulation put in but the builders haven't put any in the V at the bottom where the rafters meet the soffits, or in the angle where the sloping sides meet the flat section at the top. The rest is filled. Should I insist that the other bits are filled in?

Is there an airgap being maintained between the top of insulation and underside of roof covering?
Vented soffits?

alastairreid thanks for your reply, but the whole matter was decided in the end by the building inspector. Yes was the answer to all your questions, but the BI decided that loose insulation needed to be placed on the horizontal section in the centre of the roof, with the hard insulation ending about 12 inches from the ridge.
