Cellar paint and brickwork deteriating

I have a cellar and the paintwork is what I can only describe as bubbling, bits that look like cotton wool and a couple of the bricks look as if the face of them are crumbling. I have noticed the same bubbling on the exterior wall at the back of the house.
Do I need to get an expert to look at this as I seem to remember reading about salt coming out from walls /Any help would be appreciated. I have some pics in an album for viewing.
