I have some bags of cement left over from another (recent) job. Obviously a bit of moisture has got into one of the bags: it's gone off in one area. Am I still safe to use the rest of the bag on a paving project, or is it best to dump it?

Ta.

As above.

Why not mix a little S&C just to test it?

But anyhow when you've mixed a full batch work as quickly as possible because contaminated cement tends to go off (set up) very rapidly.

So have everything ready including a washing bucket and brush for your tools.

I'd have thought any mortar would go off quickly in california ;)
In England's more temperate climes it should take a while longer

Use it for concreting. I've had a few bags of mine do this recently - got some netting and sieved the harder bits out, used the soft stuff for mortar and tossed the rest. End of the day - quarter of a bag is like, 75 pence or something. you probably spend more on a sausage roll. Skip it if you can't be bothered
